If the celebrity you want has already been claimed but you want to reserve them in case the current claimer changes their celeb, then fill out this form. You will go on the reserves list and if they change their celeb, you'll go straight up. You can have a celeb claimed on the main thread at the same time as another one on the waiting list, but your first celeb will be taken down as soon as your preferred one becomes available.
